I'm told that they have to make sure there are enough seats/pax for everybody. The tours are managed by the tour agencies while the conservation is managed by the State (that's what I'm told). Although you can catch a bus or taxi to Klias, getting in is another matter. They don't have a sales office/counter there, and all tours are pre-booked.
